Note that the OP stated it was a shower stall, which typically precludes the presence of a diverter.
If the scenario you describe is repetitive, it is likely a very slow leak from either of the supply valves, or if singular, the control valve. Water slowly rises until sufficient volume exists to spill through the shower elbow and head.
If it only happens once, then I'm stumped.
