It isn't just an empty stomach.
Its the fact that your body has been starving itself of fuel and already depleted your glycemin stores. This is the best time to engage cardio excercise as you'll be twice as effecient in burning fat. You'll also burn more calories during the day, no matter what you do.
On another plus side, it'll wake your ass up and you'll feel like a hero the rest of the day.
Note: it is NOT a good time to lift weights. Proper hypertrophy comes from fuel. You need to eat before, (45+ minutes) and after lifting weights.
