Have you tried going down to them and having a calm conversation with them during the middle of the day? I know its hard to be reasonable at 2 in the morning. Explain to them what the problem is and let them know that you want it resolved or you are going to be forced to find an alternative solution to the problem. Put the ball in their court and see what happens. If they don't want to cooperate or comply with your needs, then any possible consequences are on them. Good luck.
