I had the same problem with a neighbor in my dorm in college who would get drunk and play the same fucking Janis Joplin album and Led Zeppelin album over and over and over so loudly I could hear it across campus coming home. I'd worked as summer staff in that building and I knew where the circuit breakers were and had the key to the box, so (after asking politely didn't work) I'd go turn off their electricity and lock the panel back up. Hah! Don't suppose you have access to their circuit box?
