I have wondered about a slightly different solution. How about if we have a maximum number of laws (or activities that are illegall)? Then, anytime you want to make something else illegal, you have to decide what other activity you are going to allow.
I know this is not remotely practical, or even wise. I first thought of it when my homeowners' association wanted to pass 36 new rules at one time. I wanted to propose that they have to eliminate a rule for every one they wanted to add. Unfortunately I could not make the meeting, but I did type a letter explaining why most of the proposals were moronic or redundant or both.
