it's not the CPU cooler that allows you to overclock. it's the front side bus on your RAM. now if you have a high enough FSB on your RAM, then you can say that the CPU cooler does in fact determine whether you can OC it to 3200+. and I'm sure it would, but you would have to turn it up all the way. I would get a Thermalright SLK-900 heatsink and a thermaltake 80 or 92 MM fan, that would definitely enable you to OC it to 3200+, while staying moderately quiet.
