It was called "The Great Leviathan" - The Foundation of the Modern State Laid by Thomas Hobbes
If you think there is some way to find it, I graduated in 2000, and the course was called "Social and Political Thought" if that helps at all.
If you really want to read it, I have a pretty battered hard copy, I could scan it and email it to you - its not like a PhD thesis though, its just a 12,000 word essay on Thomas Hobbes, but it was the final part of the Ma course.
