You can't OC a Palomino without physically modding the chip. You'll need an X-Acto Knife, scotch tape, and various other tools to complete the mod.
www.tomshardware.com has a good Athlon XP Palomino core overclocking guide. Just to let you know, it's a very delicate process, and you'd probably be better off buying a 1700+ Thoroughbred core to OC.
