Yeah, it's definitley the LCD backlight. I'm guessing that you have a desktop and not a laptop screen.
Bad news is that you can't "replace the bulb", you have to get a new backlight system. Good news is that your actual screen is still good. I'd check ebay to see if you can find some replacements.
