Its lost revenue. They can't charge it with money from willing customers if its not there. No, you aren't stealing actively from them, but when a genuine customer *does* come along and the store doesn't have a gift card to put money onto, you've stolen that sale. Taking without permission is still shoplifting and its still a very harmful and repugnant behavior.
