Hmmm, well, it was in a Treehouse of Horrors episode, so I don't think it really counts anyways, but Hugo and Bart were siamese twins, so they would have been born at the same time. So Hugo wouldn't be an older brother.
I can't think of any other references to Bart having any brother at all.
