Do you have Legacy support for USB in your bios? Try enabling that (or disable, if enabled)
Also, there might be a "release IRQ for USB" switch you can try (also in BIOS).

Third option is a compete re-install of the webcam software. Some info on how to do that:

I've seen upgrades of drivers not fix the problem since a particular portion of the driver didn't get out of memory...following the instructions to remove/reinstall will guarantee you get the latest drivers (note: use the latest downloaded drivers).
