Section 9-2-32 ISSUANCE
(a) The city shall grant a license or permit hereunder when the same is found to be in the public interest and general welfare of the citizens of the city. All persons, firms or corporations to whom such being revoked at any time as herein provided; such permit shall not be transferable. Permits or licenses so granted shall expire at the end of each calendar year, and may be renewed only in the manner and form as provided in this article for the ordinal granting of permits and licenses.
