windows 2000 /2003 have ftp servers built into the IIS package but depending on your needs i may not recommend it. I run a 3rd party one due to easir administrtion, due to me not wanting to use active directory to manage users......
so depends on what you ware wanting to do with it......

windows 2003 standard server
nothing special but it works good as a low end server..... DNS, Files, and DHCP got a couple 2.4 gig boxes running the sql server and other back end operations
