PS2's are actually made with pretty shoddy parts, so many start having problems after only a year or two. Due to the fact they have the shittiest filter ever put on a fan, dirt can get into the smallest places of the boards inside and that can cause problems. If you dont think its a dirt problem it might be a weak motor (which is pretty common Ive found after fixing quite a few PS2's over the last 2 years), flip it upside down and it will probably work, for a while anyway.
