I don't think it is that big of a deal for him to report local news from a remote location. I think it is a bit dishonest to lead people to believe you are reporting locally when you really aren't, though. When he says "we" in those reports he is clearly being deceptive, that is certainly an ethical (dark) grey area, to me.
Would I make a really big deal out of it? Probably not, but it does say something about what the station (and that reporter) think about their listeners.
