Carter has potential, and like a lot of the team, he needs 2-3 years to develop into something repsectable. Parcells says that as much as 25% of the roster could be changed, but that it's unlikely that they'll pick up a big ticket player (like Drew Beldsoe), even with a ton of salary cap room. But, if anyone can make changes that will result in a better football team, it's Parcells, right?
Carter will get better, they'll pick up a running back, tighten things up in other areas. I doubt that their defense will put up another #1 performance next year, but anything is possible, and the Cowboys are on the up-and-up right now.
