It's true that gerrymandering has long been a part of redistricting which occurs after the census every ten years (according to each state's constitution). What is completely unprecedented in the case of Texas is that the redistricting is following the 2002 election, not the census. It is a brash attempt to consolidate power on the part of the right, and an obvious threat to democracy.
