Agreed.
A lot of problems we see today are due to artificially defined "nations" that really would be better off with different divisions. We still see the effects of colonialism in places like Africa where national boundaries often have little to do with cultural ones.
If all groups agree, breaking up Iraq (while admittedly difficult to do fairly) would set a good precedent.
On another level, I think a big part of the problem is that national governments exert too much influence relative to local ones, and that if strong local government could make a return (not just in Iraq, but all over the world), there would be much less hateful conflict over the control of the central government. Even in the United States, where there seems to be a general north-south idelogical divide, it might be more productive to let the states do things their own way and see what happens -- rather than having two competing parties invest so much of their energy in simply nullifying what the other is trying to do. People who care about policies could live in states that match their ideologies and would only have themselves to blame or credit for what happens.
