You completely...missed...the...point.
I believe what it boils down to is that I don't think there is that massive a gap between testing it on unknowing "volunteers" and using it as a weapon. That coupled with the the fact that states supply these weapons knowing full well that they are going to be used to kill innocents reveals to me less of a void than it does to you, apparently.
