I agree with you, it's not the same. However, my point is that the mentality is there. The US justified it, knowing full well its effects. Also, does the fact that the US supplied much of the chemical weapons used to gas those Kurds somehow involve them at all in their usage? Is the person who hands the gun over, knowing what it's to be used for, any less guilty than the one who actually pulled the trigger?
Also, you have to understand that the term volunteer is misleading. These people were baited with early discharges, increased pay, etc, to participate in a test with results they had no clue about. It mentions how much harder it got to find volunteers once news of the effects of the Gas got out. It was at this point that they thought to test the Japanese.
