Roger Waters. Perhaps he doesn't have the classic vocal talent that others in his own band and throughout the rock world have, but the raw emotion and tones he brings are unique. He's an aquired taste for many, but I think we can all agree that ONLY he can sing his music the way it has to be sung. When the post-Waters Floyd tries it, it doesn't sound right at all.
Lou Reed, as well. Who else but he and Bob Dylan can get away with basically talking rythmically?
