Because the passage doesn't actually say that behemoth had a tail like a cedar, it says that the tail
swung like a cedar. Check out Strongs
definition of the word.
Heck, some believe it refers to the creatures genitalia

Also note that the behemoth can hide in reeds, which means it's tail couldn't literally be as large as a cedar, now could it?
