well it loading pages slow but still fast downloads sounds like a DNS problems, its takeing time to resolve hostnames...... it should have a dns server in the router...
switch to static ip's on the 2 pc's
use the isp's dns
defalt gateway is the intemnal adress of the router
subnet mask of 255.255.255.0
