Yeap, what everyone else said, confront him about it, or at least leave a note asking him to clean up after he shaves.
In my household with five male roommates and a female roommate it's pretty much common courtesy to rinse out whatever type of hair you leave, or mess for that matter. The only rule we had to establish was opening the window at least a little after taking a dump (no matter how cold it is outside). Nothin' worse than wandering into the bathroom for a morning shave or teethbrushing and getting knocked five feet back by the smell of someone's mornin' dump.
