Your first "perhaps" is a nice idea, but I think NIMBY would come into play. Who is going to agree to having extra laws in just their area? The second one isn't any sort of suggestion at all. All laws have clear parameters, though they are deliberately left open to judges' interpretation. All laws are studied to examine their effectiveness or impact. Witness the report you brought to our attention.
