She is playing a game with you. This may or may not mean she is interested. Many girls are just putting on an act to see how it effects guys in general. I never had a use for women who did this, so I wouldn't stay around. IMHO, it is best to be direct. Ask her out. If she says no, move on and don't give her another seconds thought. There are LOTS of women out there to waste time on someone who is just going through the motions.
