The episode with Homer becoming the Garbage Manager, when they find out Homer has been stuffing the garbage into a mine and call a reform to hire back the old manager. When the old guy goes up the music plays, he says "nice going, your all screwed". And he exits to the music being played by a band.
Im pretty sure its common tune played on some sitcom
