I think I may have to look into Inquisitor. Will it support actual RPG'ing?
Inquisitor is based around RPG'ing =D. It's built from the ground up as an RPG, and the designers note repeatedly that you should do with the rules as you see fit. Which I did, and you can see it hereor they'll come sue me, or something. If you have any specific Q's, ask away!
