That sounds like a great trip. But please, please, please, do not think that LA is in anyway representative of the United States. I was born there and love it, so this is not meant as a dig. By the way, it has been my experience has been that your English will get you by (as a tourist at least) everywhere you want to go....with the possible exception of LA.
Yes, you have to be 21 to legally drink. We register for the draft and can vote at 18, but we are not responsible enough to drink for another 3 years.
If you are 20, I would strongly recommend that you stay away from high schools. Maybe a college or university would be a better idea, and more appropriate for what you are looking for.
