The Celts wore woolen pants called "brigga" at the time of the Roman invasion, but I would think that there would be some connection between riding horses a lot and wearing long pants. I'm not sure where pants originated.
Incidentally, Star Wars Episode IV becomes very funny if you substitute certain words for "pants". Ben Kenobi's lines in particular become hysterically funny.
