probably less to do with finalizing and more to do with the tolerances of the writer you used to create or the one used to read, one might be out of alignment, or one was +5 and the other -5 which makes the disks noninteroperable.
try the cds in some other drives if you can find one that works, reburn them at a slower speed.
Also CD-R's do rot, it can happen quickly too. i reburn very important ones at slow speeds every 3-6 months, just in case, this is quite extreme but i really want that data to be safe. some disks can last 70+ years some <3 months
