I don't know how to stop facial hair growth short of electrolysis, but here's my tip on shaving:
Go slowly. Slowly. You aren't doing your face any favors if you try to race through your shave.
I generally shave after I get out of the shower, and I use shaving gel. Since I go slowly, it starts to get a bit dry eventually. A handful of water rubbed over the face makes it slick and moisturizing again, and the hair gets softer each time.
