If it works with another computer and not the MSI then I'd say it has to be the motherboard. Is there a way to try another PSU on it? If not, then I'd send it back. I've never heard of this problem.
I think the PSU you're using is a 320w by the looks of the model name, so there's plenty of power there to make a T-Bird start.
Yeah, I'd try a different PSU in it, and if it doesn't work, RMA it back. Good luck!
