When I was in Basic Training, for the U.S. Air Force, back in ...oh...1981, the non-smokers had to stand at the position of attention, in the hot sun, while the smokers got to "fall out" of formation to go to a designated smoking area. "Smokers fall out and light 'em if ya got 'em!" It didn't take me long to go to the Base Exchange and pick up a pack of cigarettes and a lighter. I've been smoking ever since.
Short answer...foolishness, I suppose.
