I'm with Rudel here, I would put the blame on financial budgeting... and maybe labor hours to make software. back then, the software didn't need real models or 3d graphics or what have you, the graphics for the games were probably finished in a weekend, cost $23.50, and the rest of the story / levels / code was given the whole 2 years.
