That isn't what Ustwo means by "big government" -- by "big government" he is referring to corrupt all-powerful government, be it city, county, state, or federal.

Right -- it's for
all people, not just those who are rich land developers or those who are within the ranks of the government. Yes, the owner of the strip was being a bit of an ass by not helping the gov't out, but there is absolutely no reason for them to
force him to. They overstepped their bounds, in my opinion.
