A good way to halt and reduce the growth of mildew is with a dehumidifier. Pulls out the moisture needed for the mildew to live.

A simple 10 to one bleach solution is also very effective in killing and cleaning it.

If it has bored into sheet rock. Replace the sheet rock.

Otherwise after removing moisture (mildew food) and bleaching dead and cleaning away the mildew use a good mildewcide paint. Never used x-14, but have heard good things about it. I have used Killz, and think it to be fantastic. Will keep knots on fresh hewn pine from bleeding through, and in general makes an excellent primer, and mildewcide. Avoid the ~spray~ version and go with the can and brush method. Also if your upto it use the oil based stuff.
