There is nothing wrong with your thinking. I'm not sure it would solve all of their problems - for everyone solved another might be created. No one can deny that Mexico has problems. Years of corrupt government - justice for sale, etc. has cause a distrust of all government, theirs and ours. The U.S. does not offer the easy road to success that they imagine when they leave Mexico for the U.S. Those that make it into the states are really used - not so much by Anglos but by Mexican-Americans. Making them Americans (excuse me, U.S. citizens) would not autimatically better their position. Mexico is rich in natural resources - most undeveloped and many lost because of either government corruption or mismangement. A change in government - adaequate enough to bring about a chage of attitude in Mexico, is probably a better answer to their problems.
