Just a nitpick.
Berlusconi is President of the Council not of the Union.
There's a difference.
Currently there are calls for the establishment of a presidency.
(odds on it will be Schroder).
But to call Slithry Silvio the leader of the union is a bit of a misnomer. He has no power.
