I'm sure someone mentioned this already, but the police include the weight of the trunk and roots. That's why the prices on seizures are high.
While I was in high school and college in Texas, $100 per oz was a reasonable price. I knew someone who sold an oz for $50 to people he hung out with regularly. The quality seemed to have a lot more to do with who the source was than what the price was.
Even serious pot smokers who share occasionally only smoke an ounce a month, from what I've seen. If you have a decent job and earn 2k/month or more, that's really cheap. The problem is that some pot smokers don't work hard or even show up to work each day.
As far as what people in the US call low quality marijuana, I've always heard shwag.
