It's the Russian judge. They're always biased.
On the other hand, it sounded like his project didn't produce neutrons quickly enough to be used industrially. Someone else's project might have been immediately useful. Heck, maybe someone made something noone else had ever thought of trying, even at well-funded universities. I think this did as well as it did because it is looks cool and sounds exciting. Besides, the story of how it was put together was fascinating.
