css and html linkage

i have a basic html page typed up, i tried validating it at that validator.w3.org, but it keeps telling me that it can't find an xml declaration. but it's not xml, it's only html.

well anyways, my questions are:

1) is there any way the hosting server can restrict use of .css? i thought it was a standard. at first i thought it was the way i was including the .css file, but it works locally and doesn't work from the server

2) is there any way i can create a link, w/o use of pictures, that do not have an underline? i'm sure i can make the visited/unvisited link the same color so they look the same, but there is still the matter of the underline that would make things look weird
