According to the article you posted, unemployment rates have primarly dropped because
people stopped looking for work once they realized there weren't any jobs--not because jobs came back on the market. Of the jobs that did come back to market, they are only rising at a fraction of the previous years' rates.
Not only is that not an "upswing", according to numerous economists' claims I have read and heard, it appears to be a recipe for long-term, economic disaster.
I'm content with leaving that analysis to them.
