HHH would do it. It would make him go against what could be a fan favorite. Since HHH is, and forever will be, a heel - it just works in his favor in the long run. You can't be at your best with out a good feud. And where are you going to get one but from your own stable! Its a natural progression of leadership, rebellion, and a new order being established.
