It's tempting to say this but the reality (if we may call it that) is that it was part of an experiment (like hybrid cars) to determine the viability of cars that
require the use of seat belts. If this was successful then, like airbags, it may become standard in all cars. So, if they could ever be liable, someone would eventually be so...
