Clothing does a lot of what cosmetics and lighting does to the body; it masks a lot of the perceived "flaws" and has the ability to enhance or detract attention away from unflattering wrinkles, lines, and stretch marks that we've all been conditioned to dislike and avert with creams, lotions, and underwire (etc). Then there's the whole association with skimpy outfits and strip teases. Most people find it erotic, so it makes sense that partially clothed people are more exciting and interesting to look at than fully nude folks. Clothing is just another accessory for the body to adorn, and the whole point of accessorizing is to make yourself appear more attractive in some way. It must work because a well-dressed or tastefully but scantily-clad person is able to get your attention by just that. There is something more aesthetically pleasing about certain articles of clothing than wearing nothing at all. Probably because sex organs aren't that attractive to look at unless aroused in the first place. And if you see it all the time, it's just not that special anymore. Everyone needs to build up a little momentum, and that's what foreplay and underwear is for; it sets the stage for something more exciting to come. I may be rambling now, so I'll stop here.
