I have an innie, my daughter has an outie. When a baby is born the umbilical is clamped off and after a few days or a week it dries up and falls off. I remember I had to keep swabbing my daughter's cord with rubbing alcohol to get it to dry up. How it dries is random and that determines an innie or outie.
