Strange. If this were true I'm surprised that the site is still active. If the government was truely afraid of this information getting out then why would they even leave that site around.
I tend to take the sceptics position on this one. I don't believe that the "plan" to plug all people into the massive "matrix" is completely possible. This actually sounds as though he got most of his idea from Revelation in the Bible. There is talks about Mass plagues, the world governmental leader putting a number mark in the forehead or back of the hands of all the people he can get ahold of, and a few other things. If you believe the Bible than I suppose you could believe this.
