Depends on the OS but in windows 2000 pro they can be found in:
C:\Documents and Settings\"USER NAME"\Local Settings\Application Data\Identities\{90A17447-J4B8-4664-B762-8698G91E0544}\Microsoft\Outlook Express
where "USER NAME" is the user you are logged in as
"{90A17447-J4B8-4664-B762-8698G91E0544}" part will be different on every computer if i remember correctly.
the "Local Settinggs" directory is hidden so you wont see it in mycomputer normally but go to Tools > Folder Options > View and select Show Hidden Files and Folders
They should be in a similar location in Windows XP.
Not sure about windows 95/98 but if you have one of these just search for files *.dbx
